Messaging functionality between caseworkers and providers.
- Messages aren't instant, they require a page refresh
- Caseworkers can see provider names, but providers cannot see caseworkers' names
- Files can be uploaded to the chat, for example when providers need to provide additional supporting evidence for a claim
- Messages are in date order, with oldest first. When a user views the list, they should see the latest message
- There is currently no mechanism to mark items as un/read
- Messages are of a mixed format: plain text, text with attachments, tabular data (when an assessment decision is processed), etc.
- Messages can include human-derived and system-derived (status) messages
