Update guidance on badges and tags #35

It's not completely clear what the differences between badges and tags are.

Guidance on which to use, where and when would be helpful.

Another issue I've seen is them (mostly badges) being used as links in some cases. Guidance on using either as a link would be useful – personally I'd be worried about them entering into button territory and would advise against it.
