Outstanding work on this:

• Update the package-lock file to include this dependency
• Update all related packages that currently require version 4
• Replace any packages that don't have support version 5
• Migrate Gulp entryfile and task files to version 5 (Migration guide)
• Lots of testing, since this builds the package that is then used by downstream services
• This should be released as build change (i.e. no semver increment), assuming the changes in v5 of Gulp don't require us to alter the package output
