Add Service navigation component to GOV Figma Kit

What

The GOV.UK Design System have released a Service navigation component. The GOV Figma Kit does not have the Service navigation component in it.

Why

The design system team is responsible for the GOV Figma Kit. As the GOV.UK Design System have released a new component, we need to add it to the Figma kit so

Remove as necessary

• [ ] Move out of playground into library
• [ ] Check in with Helen about Figma release notes template

@robertjmccarthy I'm nearly there with this. It would be good if you could cast an eye over at some point to check that you're happy with how it's been built up, as I've done it a little differently to other components in the libraries.
