Force Access-Reject from Policy Engine #113

Context

We want to be able to force Access-Rejects in the case where a user has managed to connect to a network but is unable to do anything (blackhole VLAN). It would be better to ensure there is no connection is made at all by forcing this Access-Reject.

Note: Document how to do this.
