Currently the extract from NOMIS does not contain the NOMIS offender_id from the offenders table. This makes it impossible to have 100% certitude whether the daily import should create new identities or update existing ones whose values may have changed.
An interim fix would be to destroy all identities for an offender daily and recreate them. This will result in new identity ids being created.
This issue will be resolved once the HMPPS reporting team have conducted the "universe" change to include the nomis offender id in the extract - or once we switch over to the live integration with NOMIS.
