Support Requests - edit CSV file directly in GitHub

Currently the supportrequests.csv file needs to be manually updated on a daily basis and pushed to the Operations Engineering repo.

This ticket is to investigate if it is possible to edit the .csv file directly in the repo:

• fully replace the current Support Requests spreadsheet (esp as moving from Google in the future)
• allows anyone to update the sheet in GitHub
• remove the need to export a csv and upload on a daily basis

Outcomes:

• This may require the use of 3rd party GitHub tools or extensions, such as the VSCode web editor that GitHub can use.
• Set up an editable .csv file for each month
• Investigate how to manage recording yearly data without overriding the existing monthly .csv files

Removed from Sprint 9. This needs to be investigated, currently this does not seem possible to do.

Have broken down https://github.com/ministryofjustice/operations-engineering/issues/4209 into smaller tickets, 1 of which is to look at how to use existing tools to append to a .csv file via an S3 bucket, which GitHub can then pick up via GH actions - making this ticket obsolete.

Will leave this ticket in the backlog to review at a future date.
