User Need

As a Ops Eng Team I want a trial run of the new dormant users process so that we can validate how it runs/see what it does.

Value We can see what the impact of running the new process will be before we remove users

Non-Functional Requirements (How):

[x] Run process locally

Acceptance Criteria:

[x] We can decide based on the output whether we are happy to proceed and can created next step tickets.

The output (below) is taken from a full run of the trial process. Things we learnt:

We can't be completely confident in the audit log to show who has, and who hasn't, been active.
We have to use the GitHub dormant users csv file for the time being.
The audit log doesn't log individual's commits, only pull-requests.
