👀 Purpose

As described in our Projects Sheet in regards to MoJ IP Addresses.

We want to move ownership out of Operations Engineering and open it up to be community owned and developed. We can still develop the product, but we don't wan to be the official owners.

✅ Definition of Done

[ ] Negociate handover to Networks Team
[ ] Ops Eng removed as codeowners and replaced with new owners
[ ] Remove entries from User Guide and Runbooks
