Correction to reference number, following feedback. #426

Correction to a policy reference number: the 021 policy number appeared twice. This update simply modifies the second instance of 021 to the correct number 022.

Also a minor build tooling update.

Please may I request approval to publish this update? It is a correction to the policy reference numbers in the Acceptable Use Policy, following feedback. Currently, there are two POL.ITAUP.021 items. This fix corrects the numbering so that the second occurrence identifies as POL.ITAUP.022. The change has been discussed with @DLEEMOJ.

There is also a minor update to the build tooling.
