Merge xml-load.js into l10n.js #1270

xml-load.js is practically all locale-specific:

htCurrencyJSON is currency worldworldDetailsJSON: only leagueId, countryId, leagueName(s) and NT/U20 IDs are used aboutJSON is unused, prefs load it separately
