Improve ForumTemplates #1624

Forum and mail templates should probably be merged, reordering/sorting functionality added.

I just removed a bunch of old templates (via the forum) that I didn't need and was just about to set up a few more, when I got a mail and noticed I had zero active templates there. I'm pretty sure I had the same templates on both spots before, or do I remember wrong?

Ps. In the FT settings it says that Forum templates: Also works for mails, tickets and Guestbook, editors

As my post shows, they do work in mail, but "on its own" .

I would be satisfied with templates just working better (syncs) for forums and ht-mail. On mail, preferably both actionType=newMail & actionType=newsLetter though if possible. The latter has YouthIcons and preview but not templates today
