It's made mandatory in 2ff2a65700a326384f12d61ea7ebdb6cf5dcdc29 r7580. Didn't keep an optional language setting, since I thought about it again and we don't have it right now and doesn't seems that someone require English in FoxTrick while retaining French in Hattrick.
