Come up with meaningful task labels

The default labels don't make sense for this project. We could consider things like:

• task categories, such as software engineering, documentation, outreach
• milestones that track with the milestones/thrusts of original proposal

I did delete a couple irrelevant labels, but chose to keep the rest of the default ones on the off chance that they may be relevant.
