Odd behavior when saving rules files from the rules generator #52

From Jordan: The issue yesterday was that both Calvin and I requested deploys on new studies and made rules files on the Dashboard, but this rules files did not seem to make it into our study folders. Any idea what may be going on? When I went back to try and make a new rules file for my study on the Dashboard, it did tell me "You already have a rule file by the name of "behavawarefair.rules.xml"-- but this wasn't showing up in my Dashboard folder for that study.

I am reminded that something similar happened to me during testing. My memory is vague, but I think I said the rules files was not saved in the study folder, but you said it is there, and then I saw it too in the Dashboard.

This is a recurrence of #36 I'm investigating how we had this regression.
