Change default rule in the rules generator

From Colin: When a researcher is deploying a study and they go to open the rules file generator, selecting only U.S. citizens is the example used. If I were then to decide to do nothing (e.g., I decided NOT to have any rules) and click “Done”, that rule is deployed. I could be wrong, but my intuition is that this increases the number of people who end up using that rule without an a priori need for it. We might also consider an example rule which is different than that one so as to not make researchers think, “Oh, good idea!”. Perhaps one that will be obvious to people that they would want to change it such as Major Field of Study IS Psychology. Thoughts on that? Thanks, Colin.

• Let's use "Race Is East Asian" as the example rule.
• Above the buttons, below the conditions, add a comment: "Note: if you do not need any restrictions, click 'Cancel' and submit without a rules file".

Thanks, but it is a 2.2 issue. If we want to deploy 2.1 this week, please don't update 2.1 with anything other than urgent bugs and issues specifically defined as 2.1 issues.
