Add Mojang Capes #72

Feature Request to add a Cape API to Minotar.

Was going to write up a PR but I know nothing about Go :(

How do you suggest displaying the capes? What endpoints do you want?

Just found these:

(though they seem to return a Scrolls cloak even if the user should not have one...)

What would be the point of this API? What would we be returning?

A simple /cloaks/ which returns the cloak if exists? How useful is this?

I think this is a good idea.. @LukeHandle Notch has a Scrolls cape because of some scrolls event happening, not sure what exactly..

I was puzzled because Notch returned: http://textures.minecraft.net/texture/8adb45dbefe2465745a6d1fcee9b8a721792e21c5eb1524ef516bb6fb189

but likewise, so did my username and a few others I tested. I am not sure this can be trusted...

edit: I re-read your reply @MisterFixx, I should have seen you mention "scrolls event".

No, it can be trusted... Mojang has given everyone scrolls capes for the next two days to promote the release of Scrolls 1.0...
