SMHI map is unreliable

It is indeed... lots of 503 responses, tried my best to circumvent the problems - reduce number of requests, retry etc...

VatIRIS uses OpenLayers, with a WMS layer configured to work as closely as possible to the "real" portal.

It's been noticed over time that the portal is quite unreliable as well...

Ideas that might help:

• change to 512x512 tile size (as that's what the portal is using) but that seems complicated in OpenLayers
• find other differences between portal and vatiris

It has worked pretty well the last few weeks... let's keep our fingers crossed and I'll close this in a few weeks if it continues to be stable.
