install-qt-action issue #55

Action workflow for Ubuntu and Windows has a dependency issue. Currently a workaround is in place, but I should change it once the issue is resolved.

The fix for this is to use Python 3.7. https://github.com/miurahr/aqtinstall/issues/91#issuecomment-589602574
