ui: add plus icon to institution card for creating a new badge #651

Based on the discussion here we'll adjust the institution card for two cases:

No badges yet:

two buttons: "Neuen Badge erstellen" and "Lernpfad erstellen"

Badges already created:

row of images of already created badges with a "+" button at the leftmost position that functions as the "Badge erstellen" button
two buttons: "Badge vergeben" and "Lernpfad erstellen"

@Annicelia Could you cook up some designs for this? Similar to those you linked here: https://github.com/mint-o-badges/badgr-ui/issues/585#issuecomment-2296504177

@umut0 yes! I love it! (just "Badges vergeben" with s for more than one Badge in the first button :)

@umut0 however, i would put the plus button at the beginning. otherwise, if an institution has a lot of badges, it will be very far back or at the bottom and may not catch the eye
