Import from CWL specification #3

Given a CWL description file, we should be able to create the appropriate model configuration entry. Basically, we need a mapping from CWL to the model catalog and adopt the CWL spec for certain things, such as the invocation line, which I think it's clean. I am not sure if this issue should be here or part of the model ingestion API.

@Amrish-Goel, I have assigned you this issue in case you have time to start looking at it. It would be so nice to start working on this.
