[MINT-UI] Regions: if there are overlaps on the shapefiles, some regions cannot be selected

This happens in the Texas use case when selecting the hydrology regions. Some regions are included as part of others, and there is no way of selecting the inner ones. This should be fixed in the shape file or allow selecting different layers.
