Missing fof.log file raises no error

What steps will reproduce the problem?
1. Fresh install
2. Turn on logging.
3. No log file after a quiet update

What is the expected output? What do you see instead?
 I expected to see a log file or to have the program whine because one
could not be created/opened/saved.

What version of the product are you using? On what operating system?
 svn trunk

Please provide any additional information below.
 And while at it, you should take out the "CRITICAL WARNING" to .htaccess
the directory as it is no longer relevant with admin login control.

OK, a warning will come out on the prefs screen if the file could not be opened 
for append.  I'll take the CRITICAL 
WARNING OMGWTFHAX off the home page once I do a real 0.5 release (right now if 
somebody downloads the 
latest available tarball they get 0.1.9).
