Add url to Google/Apple contact tracing API specs #13

Hebben mensen vragen over de details van de API die gebruikt wordt. De suggestie is om een link naar de API details aan de documentatie toe te voegen.

Can you clarify the right to sublicence in more detail? We are fine with licensing all our existing open source code, but wouldn’t agree to use beyond the app purpose within the Netherlands

It's a risk of getting a discussion about the technical app, which is not this repo. Maybe make it very explicit this is a 'visual design' repo, and not about the architectural / technical design of the app.
