Implementation: report type modal in report flow (single organisation & all organisations) #3219

During a review on the all organisations / sector report flow, I discovered that the modal for report type information needs a little redesign for scalability in the single report organisation, and another design for sector report flow.

This ticket is approved for implementation, it's now in to do because we still have to make an approved for implementation Figma file and implementation ticket or incorporate the modal in other existing ones.
