segmenting rules- rec start markers vs. rec stop markers #624

Would it be possible to have this segmenting rule package files based on the recording stop markers as well or alternatively? For example, this file has both start and stop markers, but dvpackager and dvanalysis will only split it by record start markers.

@dericed Just an update, at MIPoPS we have had a ton of tapes recently where it would be really helpful to segment by record stop markers. I can share test files if it's helpful for including this in the segmenting rules.
