use ssh-proxy-agent lib in place of proxy keyring #159

this commit replaces the Vaulted built-in proxy keyring code with the ssh-proxy-agent library. this replacement currently maintains parity with Vaulted features and does not take advantage of any of the additional configurations from the new library.
