Encoding map is not up to date #5

The encoding in serialize.py is not up to date, it seems to be missing new fields like Memo, types like STArray etc.

Are you still interested in this?

The authoritative source is now at https://github.com/ripple/ripple-binary-codec

I'm not working actively on it, but I am happy to merge pull requests.
