Migrate to existing `webassets` plugin under Pelican Plugins org #555

As I mentioned in another thread, there is an existing webassets plugin under the Pelican Plugins organization that may or may not have any relation to the identically-named plugin in this repository.

If I may make a suggestion… If there are features in this repository that do not exist in the aforementioned webassets plugin, perhaps the best way forward is to submit pull requests to the latter repository that implement those desired features, as that webassets plugin repository is actively maintained.

For Pelican users, this webassets library has been vendored into the identically-named Pelican plugin.
