windows: use caml_copy_int64 so that it links on ocaml 5.0.0+ #38

This fixes the link with bechamel on OCaml 5 (which removes the deprecated symbol) and Windows.

Also pushed some fixes to the configure script on Windows (to be robust to CR/LF differences) and added GitHub CI for Windows to test it.
