What is the purpose of this PR and the diff with what we got before?

I saw the release of bechamel and looked at the Windows CI. As opam-repository-mingw isn't being updated, it doesn't have new packages and fixes for the already existing package definitions. An updated version of this repository (opam-repository-mingw#sunset) was recently released, also with ocaml 4.14.1. So, if you use dra27's overlay with OCaml 5.0, the sunset repository, then the default opam-repository, you get the most complete set of opam packages for Windows currently.
