Dependencies update and CI #33

Some dependencies updates to remove warnings about deprecated stuff. Also remove dep on mirage-arp since it was merged into arp. Added setup-ocaml GitHub Action, but without Ubuntu considering we can enable ocaml-ci on the repo. Minor interface change to reflect changes in tcpip 5.0.0 (iirc). Both CIs are passing: https://github.com/MisterDA/mirage-vnetif/tree/updates.
