since the GitHub CI uses OCaml 4.14, compile and test only tar, tar-unix and tar-mirage

Thanks! This looks good. IIRC the opam repository used for Windows testing is deprecated or unmaintained. I remember CI failing due to old packages, but it seems to work fine now. Maybe @MisterDA has an idea what to do going forward?
