Remove support for JRuby 1.6.8 and Mirah 0.0.12 #55

Out with the old and in with the new!

The new minimum support versions with this release will be JRuby 1.7.3 and Mirah 0.1.0. If this change will adversely impact anyone here, please speak now or forever hold your peace. :-)
