Remove custom RSPM environment variable, seems no longer needed

LGTM. maybe we were trying to mimic a specific Windows setup in the past, where the package repo may have been part of that (?)

Yes, that is possible. However I don't think there is a principled reason to keep that, the github action should handle this kind of R / operating system interaction.
