Enhancement: Capture handwritten notes #170

While the existing information capture is great, it would be a useful 
enhancement to capture handwritten notes or drawings. 

For example: 
Doctor notes with specialized symbols, a quick map to show where 
someone/someplace is located.

Implementation could be using a stylus to draw upon a canvas which is then 
saved as an image file and sent along using the existing image media type.

A huge plus would be to be able to take an existing image from the camera or 
other source, and mark it up. ex. communicating problems or questions on 
construction plan.

odk collect 1.1.7 can select images from the gallery. we are exploring ways to 
support image augmentation, but no current eta.
