adb push of form doesn't update metadata #251

when i push a new form to the sdcard to replace an old form, the metadata of 
the form display reflects the old form.

if i push a form, at 10.21, it says the time added at 10.21. if i change the 
form slightly (maybe just the title) and repush it at 10.22, it still says time 
added was at 10.21, even though it has updated the title.
