License clash in .c file ind LICENSE

LICENSE says GPLv3+. Header of the .c file says LGPLv3+. Could you please clarify which one it is before we can move it to upstream GEGL? :)

Hint: upstream GEGL ops are LGPLv3+ :)

i delete LICENCE file it was added by github automatically, i not need it , now licence is LGPLv3+ as in .c file
