Dispatch comment without reviewers nor learners #7

On a fairly new project with no stacks configured, Dispatch will comment on the PR with an empty reviewers list. This comment should not be sent.

To reproduce:

  1. Create a new repo
  2. Add the webhook without stacks
  3. Be the only contributor
  4. Submit a PR

You should get this result:
