Please add option to report time zones in time stamp #404

Please consider an option to display the time zone when looking at error logs.
Alternatively, when looking at en error log from a web browser, have the log 
display errors in the browser client's time zone.

This will help support staff (who may be geographically dispersed) looking at 
error logs on different servers (also perhaps geographically dispersed) to be 
able to more intuitively determine how long ago an event occurred relative to 
their home time zone.
