Please do binary releases... #2

... I know this is rather obvious, but nevertheless here's the request. Thanks!

Webp has a WIC components that works nicely, so if the reason not to release binaries are experimental installers here's the source: https://github.com/webmproject/webp-wic-codec

The binaries are timestamped Feb. 21, is this compatible with the latestest and greatestest JPEG-XL?

it doesn't appear so, but https://github.com/saschanaz/jxl-winthumb/releases is working for me
