Lars feedback about scope #21

Suggest, not require, that related events follow this principle.

I'll note that there remain some internal inconsistencies int he document that need to be addressed, for example, the very next paragraph says "regardless of whether the meeting has a physical presence", which implies the principles intend to hybrid meetings, which as discussed on the list they can't (at least not at BCP-level strength.) And further down it says "if remote participation is provided, there should always be a free option", which has similar issues.

I'll re-copy Lars's comment into a new issue about inconsistency, and not deal with that larger issue here.

Leaving this open for now as it depends on the re-charter outcome. I guess we will also submit the next revision after re-charter then? Or do we already want to address this part assuming the re-charter will happen? That would mean non-fully online meetings would be in scope.

I actually took part of this PR and merged it in a separate commit in order to address the point about what is meant with "related events". So this PRs has now merge conflict but hopefully we don't need it anyway.
