I actually hope it's a meeting registration fee. As the IETF does not have membership that we charge a membership fee for, I wouldn't say that we charge for (remote) participation.
I'm not sure if the model you apply here is correct: The IETF does not provide meetings as a service to the community that the community consumes and needs to charge for. The community provide a service to the IETF by doing our standards work and meetings are supposed to support the community in this work. I think it's okay to ask for a meeting fee to cover the costs of the meeting but we don't charge a fee to allow anybody to participate!
How about "On Ensuring No-Fee access to IETF meetings" ?
"Open Participation Principle regarding Remote Registration Fee" does not sound right to me in English. In particular we charge for remote participation, not charge for remote registration.
