1 year ago I actually hope it's a meeting registration fee. As the IETF does not have membership that we charge a membership fee for, I wouldn't say that we charge for (remote) participation.
I'm not sure if the model you apply here is correct: The IETF does not provide meetings as a service to the community that the community consumes and needs to charge for. The community provide a service to the IETF by doing our standards work and meetings are supposed to support the community in this work. I think it's okay to ask for a meeting fee to cover the costs of the meeting but we don't charge a fee to allow anybody to participate!

"Open Participation Principle regarding Remote Registration Fee" does not sound right to me in English. In particular we charge for remote participation, not charge for remote registration.
