Expected behaviour. After all, without any content, the pie chart should not display anything and it is reasonable to have the labels showing 0 in the chart area. The user can refer to the list below for the information that is not displayed clearly in the pie chart. It could be improved with a "No data" placeholder however, but without which the user's experience is not affected much.
Also, when there are a few tags with majority of the likes/dislikes, the minor ones are probably not of the user's interest in the pie chart. I do acknowledge that we could put a others
label to indicate the small section but not necessary in this version. After all, the list below is still showing the like/dislike counts properly.
