Communication at BW150KHz and SF11,SF12 does not work #3

The main reason for this problem is that for Low symbol rate you have to initialize REG_LORA_MODEM_CONFIG3 on different way. Bit3 - LowDataRateOpotimize. Simtech says for symbol lenght under 16msec Set of Bit3 is mandatory.

Already solved and alpha tested. integrated in develop branch need extensive test with many modules so far tesed with SC1278 @868MHz
