Fix #32 by adding base_url parameter to Jupyter notebook startup script and changing nginx config to not strip /jupyter/

Also fixes web-video-server links not working on :80/ros-video/. Fixed by letting nginx rewrite the html, replacing all urls with /ros-video/...
