Pure stat flames not working on eternal set #12

When attempting to add pure stat flames onto an eternal set piece, no stats are being applied. I'm guessing this has something to do with level 250 equips not having flame data yet

Fixed. I messed up the flame tiers for 250 items. Thanks for checking!
