Move from Travis CI to GitHub Actions for testing #36

Copy the work from https://github.com/mischov/meeseeks/pull/106 to move from Travis CI to GitHub Actions for testing.

Additional changes are also required to move from actions/setup-elixir to ~erlef/setup-elixir~ erlef/setup-beam (@jeroenvisser101 was kind enough to point out it's setup-beam now not setup-elixir).
