This PR aims to add support for regional Splatfests

The newest Splatfest is split between JP and EU/NA/AP, so this PR aims at fixing everything in s3.ink so that it's not US-specific

Important Notes

This PR assumes regional Splatfests run at the same time, which in this case they are. If, in future, this is not the case, a lot needs to be amended including schedule fetching due to the possibility of having both normal and fest schedules happing at the same time
