Add all input args to CLI

The CLI should be just as powerful as the other APIs.

I added in all the parameters available in the other APIs, with these exceptions:

• I left out the boolean toggles to suppress the exporting of the csv files. It seems like we always want the csv files to be exported.
• I left out the boolean togges for suppressing the stationary and/or nonstationary summaries. These are advanced parameters and seems like we just want to compute both for the CLI users.
• by default, all plots are created, but I added --no_dow_plots and --no_week_plots to allow plot suppression from the CLI
• the only parameters that I haven't been able to elegantly add are the various plot property dictionaries for the titles and the legend. I was able to add these pretty easily to the TOML config file. So, my thought is that if CLI users want to get to this level of plot customization, they can use a config file to set these options.
